Duties & Responsibilities:

  • On a weekly basis, the Security Surveillance Program (SSP) contractor shall log into BITS and randomly select an average of ten (10) containers or secure spaces to conduct a security compliance check, ensuring all containers and secure spaces at NUWCDIVNPT are checked for security compliance annually. The Government estimates 420 containers and secure spaces are located aboard NUWCDIVNPT. If unable to coordinate a security compliance check for a container or secure space within two (2) weeks of initial contact, the SSP shall notify the SSP Program Manager.
  • On a daily basis and upon receipt of GFI, the SSP shall contact custodians of containers and secure spaces to coordinate a security compliance check appointment. Using GFI, the SSP shall conduct SSP security compliance checks. The SSP shall provide onsite training to container or secure room custodians during security compliance checks on how to enact corrective actions for identified discrepancies. The SSP shall immediately report all security incidents identified during the security compliance check to the SSP Program Manager. The SSP shall upload a security compliance check report in BITS, which includes all discrepancies identified and recommendations for corrective actions. For all discrepancies identified during the initial security compliance check, the contractor shall coordinate a follow up security compliance check within ten (10) working days, and every ten (10) working days thereafter, of the initial security compliance check to verify all previously identified discrepancies are corrected. The SSP shall update a security compliance check report to reflect all previously identified discrepancies have been corrected.

Minimum/General Experience:

  • The SSP must have the experience, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
  • Must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
  • Must demonstrate knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI. The SSP should have knowledge of the methods of performing such duties as conducting inspections and investigations, collecting, and analyzing information, etc., and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.
  • Experience in the fields of physical, industrial, information and personnel security participating in SAP Security Compliance Inspections and Self-Inspections; reporting, documenting, and investigating security incidents; reviewing and applying governing policy including Executive Orders, DoD Security Directives, and the JAFAN Series; and communicating orally and in writing with staff and supervisors.

Minimum Education:

  • Bachelor's to Ph.D. level degree.
