RIVA is seeking a Technical Lead to join our team in support of our Centers for Medicare and Medicaid Services (CMS) customer.
Responsibilities:
  • Lead discussions on application integration and design across multiple groups, advising on system and infrastructure configuration for enhanced performance, scalability, and capacity.
  • Provide technical and design guidance to both application development and operations teams.
  • Offer comprehensive technical consultation to clients and IT management, ensuring the development of efficient application systems aligned with established standards and methodologies.
  • Champion innovative development principles and ideas within the organization.
  • Present and articulate solution architecture to technical and business partners, demonstrating how designs meet business requirements.
  • Develop architecture documentation for assigned projects, including patterns, decisions, and rationale.
  • Conduct thorough system architecture studies to facilitate the development of integrated systems.
  • Evaluate and compare alternative solutions to determine the most suitable for meeting business objectives.
  • Drive application architectural decisions to ensure adherence to security principles during development.
  • Influence key technical and infrastructure architecture decisions.
  • Demonstrate attention to detail and self-motivation, with strong judgment, decision-making, analytical, organizational, and time management skills.
Basic Qualifications:
  • Bachelor's Degree or 10 Years work experience
  • All applicants shall have lived in the United States for at least three (3) out of the last five (5) years
  • US Citizen or Permanent Resident
  • Must be able to pass a CMS-specific Public Trust background investigation
  • 12 years of hands-on experience in solution, application, or information architecture within large-scale enterprise systems, with a minimum of 4 years dedicated to Cloud Architecture.
  • 8 Years experience in designing loosely coupled architectures using SOA and/or Microservices, with hands-on experience in various technology areas including API, Microservices, Event Driven Architecture, Logging & Monitoring (Splunk & New Relic), and PostgreSQL (RDS).
  • 8 Years of experience in software development frameworks such as Spring, React, Angular, with hands-on development and design experience in Spring Boot, Java, React, Shell scripting, and Python.
  • 4 years of experience in a Linux environment utilizing AWS services such as ECS / ECR, Fargate, Route 53, ALB, Target Groups, Security Groups, IAM, EC2, S3, SQS, Cloud Map, and Lambda, among others.
  • 3 years of experience in IDM platforms, especially in SAML/OIDC configurations.
  • 4 years of experience communicating solution architectures to various partners, both technical and business, with specific experience in highlighting how the design aligns with and addresses business needs, with a specific focus on leveraging AWS services like ECS Fargate, S3, ALB, Target Group, and AWS Cloud Map.
  • 5 years of experience improving the local development environment using Docker, Java, Spring Boot, IntelliJ, and React, with a focus on enhancing developer productivity and efficiency.
  • 5 years of experience in designing and developing microservices using AWS SQS, leveraging expertise in AWS services to architect robust and scalable solutions.
  • 5 years of hands-on expertise with Jenkins CI/CD Pipelines, ensuring seamless automation of software delivery processes.
Preferred Qualifications:
  • AWS Solutions Architect certification (Associate or Professional), showcasing expertise in designing scalable and reliable AWS solutions.
  • Previous experience with RedHat OpenShift, demonstrating familiarity with container orchestration platforms.
  • Practical experience in writing Ansible playbooks and Cloud Formation Templates, facilitating efficient infrastructure provisioning and configuration management.
  • Ability to conduct comprehensive research into application development issues and emerging products, staying informed about industry trends and best practices.
  • Hands-on experience utilizing AI-powered tools in application development.
  • Experience with LocalStack in Development Environment.
  • Demonstrated ability to prioritize and execute tasks effectively in high-pressure environments.
  • Proficient Analytical and Problem-Solving Skills
  • Strong self-motivation and ability to work independently.
  • Exceptional attention to detail ensuring thoroughness and accuracy in tasks.
  • Proven experience in migrating applications to containers across various environments, from local development to production.
  • Effective communication skills, capable of articulating ideas in both technical and user-friendly language through documentation and presentations.
