JOB SUMMARY:
This is first line supervisory position in the Water Department of the Public Works Department. An employee in this position directs and coordinates activities of personnel engaged in installing, maintaining, repairing, servicing, enlarging, and relocating water distribution facilities by performing the following duties personally or through subordinates. The employee in this position will be required to carry a cell phone for departmental stand by as well as be able to respond to emergencies as needed throughout the Department of Public Works.
Essential Duties and Responsibilities

  • Plans, coordinates, and schedules work for assigned crews.
  • Supervises the proper assignment, maintenance, and repair of equipment as needed.
  • Determines action to be taken in event of emergencies such as machine, equipment, power failure, flood, fire, wind, snow, etc.
  • Advises Supervisor on items needed for annual budget.
  • Establishes and maintains effective working relationships with City officials, co-workers, vendors and the general public, as well as employees of utility and other agencies whose business is related to water distribution operation, construction and maintenance.
  • Answers telephone and/or communicate information to vendors, other departments, and the general public. Must communicate in a courteous and effective manner.
  • Sets up work zone and pedestrian controls, flags traffic.
  • Meets with contractors and homeowners to review locate requests for initial service calls; handles complaints.
  • Hauls personnel, refuse, gravel, dirt, trash, etc. Plows snow and salts roads and walkways.
  • Ability to enter and work in confined spaces.
  • May be required to review and evaluate reports, records, logs and graphs.
  • Orders materials and equipment to be used by the department to complete work.
  • Supervises, instructs, trains and ensures compliance with operating theory, practices, policies and safety standards.
  • Discusses with subordinate's progress of their work.
  • Assists Superintendent with annual written evaluation and reviews for subordinates bring evaluated.
  • Performs first echelon maintenance on vehicles and equipment.
  • Ensures compliance with standards and regulations of the Industry, Federal, State, County and City Government.
  • Operates a vehicle observing legal and defensive driving practices on a regular basis.
  • Performs manual work and other duties required in DPW operations.
  • Assigned to the department stand-by. Covered during nonworking hours for a week at a time, several times throughout the calendar year. Reports to work in the event of a departmental or city-wide emergency.
SUPERVISORY RESPONSIBILITIES:
  • Assists with supervision of the employees in the Water Services Department.
  • Assists with the supervision responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing, training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Required Qualifications

REQUIRED EDUCATION AND/OR EXPERIENCE:
  • High school diploma or general education degree (GED).
  • Three (3) years of experience in pipefitting and other related work listed above.
  • Experience in the operation of vehicles and equipment listed above.

REQUIRED CERTIFICATES AND/OR LICENSES:
  • Class "B" Commercial Driver's License with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
  • State of Maryland Water Distribution License or the ability to obtain within one (1) year from date of hire. The employee must maintain the license for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
  • Knowledge of and ability to use Microsoft Office Suite (Word, Excel, Outlook).
  • General ability and knowledge to use computer for record keeping and tracking purposes.
  • Ability to perform preventative maintenance on the above listed equipment and vehicles.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to define problems, collect data, establish facts, and draws valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • May be required to take training that will include but not limited to confine space entry training, CPR & 1st aid, Maryland State Flagging Operations, electrical safety, etc.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; confined spaces, explosives, risk of radiation, and vibration. The employee is occasionally exposed to wet and/or humid conditions, extreme cold, and extreme heat. May be exposed to potentially infectious agents associated with sewerage. The noise level in the work environment is usually loud.
