Manhattan Strategy Group (MSG), a management consulting firm based in Bethesda, MD, is seeking a Technical Assistance (TA) Specialist to support large TA and capacity-building centers for the U.S. Department of Education. The purpose of these centers is to provide consultative services to State, regional, and local educational agencies and schools that help them improve educational outcomes, close achievement gaps, and improve the quality of instruction for all students and particularly for groups of students with the greatest need.
Candidates will join a dynamic team of consultants working together to deliver best-in-class services while expanding our portfolio of clients and projects. Candidates will have extensive experience in at least one of these areas:
  • Designing and delivering TA and capacity-building services to State and local educational systems using the latest evidence-based practices through various methods (e.g., peer-to-peer exchanges, coaching, communities of practice) that lead to measurable impacts to educational systems.
  • Engaging stakeholders to incorporate the views of a broad range of perspectives and communicating with identified audiences to broadly disseminate information and products.
  • Designing and implementing performance management and evaluation (formative and summative) systems, including experience with institutional review board (IRB) policies and procedures and data analysis methods (qualitative and quantitative), to collect data on the use, reach, and impact of services in alignment with the planned measures.
  • Developing procedures and processes for project management that support effective service provision in a timely manner within allocated budgets.
Candidates will have extensive experience providing TA, evaluating, communicating about, or managing projects that cover at least one of these content areas:
  • Education systems & Federal requirements (e.g., data, assessment, accountability systems; school improvement and turnaround)
  • Educator workforce systems and shortages (e.g., leadership development; teacher prep, PD, career pathways; workforce diversity)
  • Equity in education (e.g., diversity, equity, and inclusion practices and expanded opportunities; fiscal equity; alternative school models like charters, magnets, online/digital learning)
  • Safe, healthy, and engaged school communities (school-based mental & behavioral health includes social emotional learning and other supports for students, staff, and families/communities; school climate, discipline, and absenteeism; student & family engagement)
  • Instruction, assessment, and achievement (literacy, mathematics, science, college and career readiness, career technical education, academic recovery)
  • Early education (pre-K through grade 3 learning supports)
  • Summer & out-of-school time programs
Job Responsibilities/Duties:

  • Serve as a team leader or member, working with subject matter experts, project staff, and the client, to establish and enact a vision.
  • Work effectively with subject matter experts to translate their expertise and navigate their availability into the development of high-quality products and services for a range of audiences.
  • Independently and proactively identify problems, and areas for continuous improvement, and to successfully resolve issues or put new processes in place to make those improvements.
  • Coordinate and manage work from vision to final execution.
  • Develop or oversee development of TA resources such as papers, reports, manuals, online tutorials, webinars, and resource guides.
  • Ensure a high quality of work through strong attention to detail.
  • Be comfortable in a fast-paced, customer service-oriented environment with a proven ability to multi-task and juggle multiple priorities.
Qualifications:
  • Bachelor's degree: an advanced degree (e.g., master's or doctorate) is a plus.
  • Must have at least 8 years of relevant experience; we are seeking candidates at multiple levels of experience at or above this minimum threshold.
  • Must have substantive knowledge of preK-12 education and education systems.
  • Must be proficient in designing and delivering high-quality, high-impact TA to a range of stakeholders.
  • Must be knowledgeable about the projects and activities of the U.S. Department of Education in the Federal, State, or local context.
  • Must be highly proficient in MS Office suite and willing to learn new technologies.
