Position Description
Redhorse Corporation's Federal Enterprise Services Practice Area is seeking an Energy Program Manager to lead an interdisciplinary team focused on comprehensive energy data collection programs and systems; developing, managing, operating, and maintaining U.S and international energy models for forecasting and performing energy-related analyses; and disseminating, communicating, and promoting the results of these activities to a wide range of national and international stakeholders. The Energy Program Manager will provide the nexus among Redhorse leadership and program staff, our Energy Information Administration (EIA) customer, and teaming partners to help our client achieve strategic goals related to modernization of data operations, increasing analytical impact, improving the customer experience, and enabling the mission.

The Energy Program Manager will be responsible for program execution to include client care, budgeting, scheduling, quality management, and overall contract delivery. Support will include producing contract planning documents such as Project Management Plans, QA Plans, Safety Plans, Organization Charts, etc., as well as contract deliverables on an ongoing basis. The Energy Program Manager will be responsible for working with Redhorse's Talent Acquisition Team to recruit and train staff and will maintaining contract documentation and staffing data calls. The Energy Program Manager will also support and develop technical approaches and solutions, write project descriptions, write case studies and success stories, and ensure alignment of customer requirements with Redhorse capabilities.
Responsibilities include but are not limited to:
  • Lead, collaborate, and effectively communicate with the wide range of expected participants on contract, including Contracting Officer, Contracting Officer's Representative(s), Contracting Officer Technical Representative(s), technical managers, contractor and subcontractor task managers, staff, and others.
  • Provide high quality client care to include effective communication, prioritization, and full understanding of contract requirements
  • Assemble and lead the full range of technical and administrative staff necessary to accomplish the full spectrum of work to be performed under this Contract.
  • Approach projects with a focus toward process improvement and introducing innovative solutions.
  • Provide subject matter expertise in the following areas:
  • - Large-scale statistical surveys, preferably energy or economic based.
  • - Energy or economic analysis and forecasting utilizing complex models.
  • - Outreach, communication, and promotion of products and service.
  • - Information technology, specifically database and software application development.
  • Implement administrative policies of Redhorse and adhere to the Federal Acquisitions Regulations and the Federal Government budgeting process as it relates to contract vehicle and task order management
  • Develop and produce contract planning documents, to include Project Management Plans, QA Plans, Safety Plans & Organizational Charts
  • Develop and manage the program budget and schedule, implementing cost monitoring and delivery schedule measures, and producing required activity status reports
  • Produce high-quality required contract deliverables on an ongoing basis, managing all aspects of technical development and quality reviews
  • Assisting with recruiting and training of new employees for various open positions
Minimum Requirements for Skills, Experience, Education and Credentials
  • Master's degree in engineering (energy or sustainability-related), data science, natural resources management, or other related field
  • Project Management Institute (PMI) Certificate as a Project Management Professional (PMP) or equivalent certification
  • 7+ years of experience in project management within comprehensive energy data collection, management, and reporting programs
  • 5+ years of experience managing Federal programs, to include leading and directing multiple, complex Task Orders concurrently
  • Must have extensive consulting and business development experience and exposure to the energy industry
  • Strong verbal/written communication skills
  • Proven organization and project management skills
  • Critical thinking and decision-making skills coupled with strong analysis and problem-solving skills
  • Self-starter, driven and able to work with limited direction under target timelines
  • Collaborative personality and able to work effectively in a team-oriented environment
  • Adaptability and comfort working in a fast-paced and sometimes unstructured environment
  • Leads by example
  • Facilitates open communication
  • Willing to relocate to Washington, DC metro area (if not currently residing there)
  • Preferred Experience, Education and Credentials
  • Industry experience in energy market research
  • Working knowledge of international energy datasets and stakeholders
  • Leading edge, technology-driven survey operations
