Job Description:

The Compliance Analyst role within the Housing Opportunities Commission of Montgomery County, entails a comprehensive set of responsibilities critical to maintaining and enhancing the quality and compliance of our affordable housing operations. This individual is tasked with calculating, monitoring, and implementing income and rent limits, ensuring all Housing Assistance Payment ("HAP") contracts and Operating Cost Adjustment Factor ("OCAF") for Project-Based Rental Assistance ("PBRA") properties, and assist in the calculation, monitoring, and implementation of Utility Allowance adjustments, following strictly regulatory requirements. The Analyst provides essential support for the Tenant Rental Assistance Certification System ("TRACS") inquiries, alongside overseeing the monthly HAP postings. They offer guidance on Enterprise Income Verification ("EIV") issues, ensuring compliance across multiple divisions with the guidelines and regulations established by the Housing Opportunities Commission ("HOC"), federal, state, and local laws. The Analyst assists in reviewing Affirmative Fair Housing Marketing Plans ("AFHMP") and Tenant Selection Plans ("TSP") for properties. This role also involves managing SAM.gov registrations and renewals, crucial for federal contracts and grants, and reviewing and submitting unreported income and Special Claims to the Office of Inspector General ("OIG").

The Compliance Analyst is responsible for identifying and implementing necessary updates to Property Management and Housing Resources documents, which include but are not limited to, resident notices, certification-related forms, leases, and addenda. Conducting and managing quality control reviews for Reasonable Accommodation requests to ensure adherence to Fair Housing laws, performing quality control reviews for Davis Bacon Act compliance, and assisting in the development and auditing of the other Quality Control processes are also within their responsibilities. Other aspects of the role involve assisting, monitoring, and providing guidance on monthly and annual reporting, including the HUD SEMAP process for Housing Choice Vouchers (HCVs), and end-of-year reporting for various state and local governments. The Analyst also supports the completion of various external and internal audits and inspections, including those related to financial, investor, and government audits.

They Compliance Analyst is instrumental in ongoing training and guidance to ensure that staff are knowledgeable and compliant with housing regulations and policies. The Analyst assists with developing strategies to enhance internal customer service satisfaction and engagement, promoting responsive and respectful communication. Ensuring all practices adhere to Fair Housing laws to promote non-discrimination and equal opportunity in housing, contributing to strategic planning for organizational growth and improvement, and identifying and mitigating compliance risks associated with affordable housing regulations and property management are also critical components of their responsibilities. This role demands a proactive, knowledgeable, and diligent individual dedicated to upholding the highest standards of compliance and service within the affordable housing sector.

Minimum Qualifications:

  • Requires Bachelor's degree in public/business administration or related field.
  • Four years' experience in federally subsidized affordable housing programs; such as Housing Choice Voucher, Tax Credit or other subsidized housing programs-program certification preferred.
  • Must obtain Low Income Housing Tax Credit ("LIHTC") and Housing Choice Voucher ("HCV") certifications within six months from date of hire.
  • Must have knowledge of federal, state and local laws and regulations pertaining to subsidized housing.
  • Must possess excellent oral and written communication skills.
  • Ability to work independently and exercise good judgment.
  • Must be accurate, detail oriented and have the ability to meet deadlines.
  • Good interpersonal skills and the ability to interact with people of varied backgrounds.
