Job Description
Seasoned analyst providing subject matter expertise to support NFMP in conducting in-depth research, analysis, and targeting of foreign weapon systems and naval maritime technology. Conduct targeting analysis to identify acquisition opportunities for specific foreign materiel, develop or contribute to intelligence products, develop HUMINT targeting leads, and support communities such as export licensing and CI and HUMINT in order to assist in the acquisition of materiel and technologies. Specific duties may include:

  • Lead, plan, direct, and coordinate the preparation of multi-disciplinary targeting analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities. Identify key research, production, and procurement entities relevant to foreign weapons development programs.
  • Develop, utilize, and refine a full range of methodological tools and approaches, both quantitative and qualitative, to gain a comprehensive understanding of complex and significant analytic issues, particularly from large data sets, and incorporate insights into well-crafted, sophisticated intelligence products
  • Collaborate with collectors and analysts to acquire, process and refine gaps of complex intelligence problems, and devise creative all source data collection strategies.
  • Independently identify potential new sources of intelligence. Employ quantitative analysis and ensure all products are fully coordinated with all stakeholders and are compliant with ICD-203 and ICD-206 standards.
  • Apply established methodologies (both quantitative and qualitative) to identify patterns and relationships in large data sets. Synthesize information from one or more sources through processing, exploitation, or analysis to produce intelligence to inform decision making.
  • Assist customers in structuring their data to ensure compatibility with NFMP systems.
  • Identify needs and collaborate with collectors and analysts to determine the data needed to address intelligence problems.
  • Provide data-driven approaches to targeting. Identify datasets, systems, and methodologies that would help fill NFMP knowledge gaps.
  • Develop and implement strategies for gathering intelligence, or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs.
  • Incorporate insights and findings into an extensive range of authoritative, sophisticated intelligence products. Products range from those that provide direct support to those that provide needed capability to peers and colleagues. Work includes design, modification, and/or use of scientific computing, programming, and mathematics.
  • Lead, initiate, cultivate, and maintain productive working relationships with colleagues, experts, IC members, policy committees, and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on data analysis topics.
  • Understanding of the maritime environment, including naval systems, platforms, or weapons, is highly desired.
  • Understanding of foreign material acquisition and exploitation - requirements, processes, methodologies - is highly desired.
  • Targeting analyst shall have the ability to apply intellectual curiosity; creativity and innovation to go beyond current tools to deliver the best solution to complex problems.
  • Ability to effectively communicate complex, multi-disciplinary ideas and insights.
  • Demonstrated analytic and critical thinking skills, including superior ability to think strategically.
  • Strong knowledge of the intelligence community.
  • Demonstrated ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues.
  • Excellent communication and customer service skills including the ability to express facts, anticipate substantive questions, and formulate quantitative solutions.
  • Demonstrated experience using a variety of tools, databases, and systems to derive information from both structured and unstructured data sources.
  • Proficiency in Microsoft Office Products, to include MS Word and PowerPoint.
  • Experience using databases to conduct queries.
  • Experience working with a variety of data types including SIGINT, HUMINT, IMINT, cyber, and social media.
  • Familiarity with various IC targeting tools.
  • TS/SCI clearance
