Job Description
Description: NSI requires a Foreign Disclosure Analyst/Management Analyst to support PMA 299 Program Office. NSI anticipates the need to staff an upcoming 5-year H-60 Program and Financial Support Services contract in support of the H-60 Multi-Mission Helicopter Program (PMA-299), including the following key position. All inquiries will remain strictly confidential.

The Foreign Disclosure Analyst will provide support in developing and implementing disclosure and release ability decisions, providing recommendations for release.  With other members of the Security Cooperation team, and under direction of the Foreign Disclosure Officer, assisting and providing FMS case analysis support for a Navy Major Defense Acquisition Program?(MDAP) or cooperative program in accordance with the Arms Export Control Act (AECA), the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. Providing recommendations for release of information, technology, and capabilities to a Designated Disclosure Authority (DDA) IAW national, DoD and Navy Technology Transfer Security Assistance Review Board (TTSARB) policies. Assisting with updates or drafting of new documentation for Navy technology transfer policy.  Reviewing program documentation prior to release to foreign Governments. Developing documentation in accordance with U.S. Government technology transfer policy. Providing analysis to support Government assistance to Industry for export license/technical assistance agreement development. Monitoring compliance with existing U.S. Government policy and regulations for current programs and develop required documentation for future phases of international programs. Coordinating engineering review of data for release to foreign nationals. Assisting in resolving disclosure questions and issues. Overseeing tracking and ensuring quality of data reviewed for release to foreign nationals. Providing support for management of foreign national visits. Developing, managing, and staffing Technology Assessment/Control Plans (TA/CPs). Providing assistance and support in the management of Export Licenses Technical Assistance Agreements (TAAs) and Committee for Foreign Investment in the United States (CFIUS) cases. Develop, participate in and/or provide International Programs Security training and awareness.

Desired Skills:  A demonstrated working knowledge of National, DoD and DoN foreign disclosure documentation and policies, as well as process and procedures related to execution of foreign disclosure determination IAW referenced policies.

Education: BA/BS Degree

Allowable Substitution: A Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree. OR Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

Experience: 3 to 10 years of experience providing analysis to support disclosure decisions in support of Foreign Military Sales (FMS), International Cooperative Programs, and foreign national access to Information Technology systems.

Security Clearance: Secret Clearance is Required.  Must be U.S. citizen.
