Job Description
Description: NSI requires a Senior Foreign Military Sales (FMS) Analyst/Management Analyst to support PMA 299 Program Office. NSI anticipates the need to staff an upcoming 5-year H-60 Program and Financial Support Services contract in support of the H-60 Multi-Mission Helicopter Program (PMA-299), including the following key position. All inquiries will remain strictly confidential.

Desired Skills:  Experience in a DOD weapon system program office and/or military service branch, Experience in FMS case management, or support of a Major Defense Acquisition Program (MDAP) is desired. Knowledgeable in Microsoft Suite and possess technical skills in Microsoft Office i.e. (Excel, PowerPoint, Word, MS Project, etc.).  Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment. Demonstrated knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development to implementation, execution, and closure in accordance with the Security Assistance Management Manual (SAMM).

Allowable Substitution: A Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. An Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. OR Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Experience: Over 10 years of experience supporting the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assisting the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.  Experience related to weapon systems acquisition and life cycle management. A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS is required. Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI) and assisting in Request for Proposal (RFP) development is required.

Security Clearance: Secret Clearance is Required.  Must be U.S. citizen.
