Job Description

Provides overall management of Transportation Branch operations to include both Institutional and Project support functions. Manages workforce consisting of Unionized, Service Contract Act and Exempt personnel. Transportation Branch operations include: traffic management of inbound and outbound freight, to include domestic, international and hazardous materials shipping; vehicle maintenance garage operations; dispatch operations for on-site and local pickup and delivery of materials; management of an on-site taxi service; fleet management; motor pool vehicle fleet management; on-site move coordination services; on-site mail service center operations; import/export control and interior design staff. Provide direction and overall coordination of the Transportation Branch with TRAX and NASA Code 270 Management in support of Center customers.

Duties and Responsibilities

* Ensures Traffic Management personnel effectively manage and coordinate the delivery of undamaged freight shipments within the expected costs and expected delivery dates to all domestic and international locations, as required.
* Monitor Dispatch Operations personnel to ensure freight pick-ups/deliveries, personnel shuttle/taxi transport, and reserved motor pool vehicles are dispatched to meet customer needs in the most optimal manner possible.
* Ensures vehicle maintenance operations are performed in accordance with all NASA and GSFC operational, environmental and safety guidelines and requirements.
* Monitors vehicle maintenance budget and notifies TRAX Program Management office and Government Resource Analysts when allocated funding is running low. Notifies Government Transportation Officer of repair estimates exceeding $5,000.
* Oversees garage workload, ensures periodic maintenance is performed correctly and within timeframe determined by NASA/GSFC requirements.
* Provides guidance to Export Control Office personnel on import or export related matters. Works in conjunction with NASA personnel (GSFC / HQ).
* Supervises Mail Services Center personnel and operations, interfaces with Code 271 Center Mail Manager.
* Provide supervision and oversight to the Interior Design Team personnel in support of GSFC Facilities Management Division personnel.
* Provide supervision and oversight to Move Coordinator and office moves contractor personnel.
* Prepares transportation statistical data, written reports, official responses, and memoranda in a timely manner.
* Presents monthly Transportation briefings to Code 270 management representatives that consist of accomplishments, challenges, and upcoming events.
* Manages personnel work schedules to ensure sufficient staffing is available to meet Contract requirements.
* Resolves customer grievances in a professional, timely and satisfactory manner.
* Manages internal personnel conflicts, arbitrates conflict fairly and in accordance with the collective bargaining agreement if applicable.
* Directs daily housekeeping duties to maintain clean, orderly, and safe working environments.
* Approve timesheets and personnel leave requests, maintain attendance records, and evaluate employee performance on a routine basis.
* Provides technical direction to personnel as needed.
* Monitors monthly performance metrics and addresses any performance deficiencies promptly.
* Maintain and update Transportation related Work Instructions and procedural documents.
* Maintain communications with TRAX Mechanical Engineer and Packer/Crater to ensure seamless operations and handoff of tasks between the sections.
* Provides guidance for NASA and GSFC program and project transportation requirements for space flight hardware and equipment.
* Monitor and ensure all personnel maintain necessary certifications and training required in the performance of their jobs.
* Schedules and conducts personnel training, as required (e.g., forklift training).
* Initiate and follow-up as necessary all employee disciplinary action.
* Provide leadership to Traffic Management personnel and Packer/Crater at Wallops Flight Facility.
* Maintain Hazardous Material Certifications for CFR 49, IMDG and IATA regulations.
* Provide regular and thorough status updates and information to the Program Management Office and direct Government counterparts.
* Analyzes all transportation branch areas to recommend innovations and process improvements that would enhance the performance, productivity, and safety of operations.
* Ensures all branch operations are in compliance with current Federal and State laws and regulations as well as all NASA and GSFC policies and procedures.
* Is a contributing member of the TRAX ISO 14001 Environmental Management Team.

Qualifications
Required Skills and Qualifications

* Bachelor's degree in Business Management, Engineering, Logistics or Transportation related discipline.
* Eight years of progressively responsible experience in a position providing broad-based Transportation Management support.
* Five years' experience supervising personnel.
* Experienced in various Transportation related functions to include freight shipments, moving services, warehousing operations, pick-up and delivery services, local, and over the road trucking management, fleet maintenance management, passenger bus operations, packing and crating operations, and Motor Pool dispatch operations.
* Experience with domestic and international surface, air, or ocean transportation to include hazardous materials shipping regulations.
* Direct or indirect experience with USAF Special Airlift Assignment Mission (SAAM) preferred
* Familiarity with Export and Import regulations.
* Working knowledge of Microsoft Office Suite and other Fleet Maintenance and Transportation database management systems.
* Able to work independently with minimum guidance and direction from the Program Manager.
* Excellent verbal and written communication skills are required.

* The work of this position may be performed in an environmentally controlled office environment or outdoors.
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time.
* Must be able to lift 25 pounds unassisted

Terms of Employment and Eligibility Requirements

* Must be a U.S. Citizen.
* Must possess a high school diploma or equivalent.
* Must be able to successfully complete a background check.
* Must possess a valid driver's license, without special restrictions.
* Must possess or be able to obtain a public trust clearance prior to employment and maintain public trust clearance throughout employment.
