General Summary of Position
Provides system wide leadership and support for MedStar Health's strategic sourcing organization. Included are assessments for the efficient and productive use of personnel, material and financial resources for all system owned, managed and affiliated facilities. Establishes processes and direction for service line teams and is accountable for results. Defines the fiscal year strategic sourcing roadmap and the related economic value savings target for service line teams focused on sourcing of medical and surgical spend categories to achieve system savings goals. Partners with key clinical leaders and group purchasing organizations (GPOs) to promote direct expense reduction opportunities and the responsible use of resources. Drives consistency in the sourcing and procurement processes throughout the MedStar Health network and participates in the strategic planning and the attainment of goals for area of responsibility. Responsible for the advancement of clinical effectiveness, patient safety, quality of outcome, operating expense reduction and overall cash preservation through the leadership and execution of industry best practices related to strategic sourcing strategies, methodologies, technologies and processes. Leads associates that manage projects, perform analytics, facilitate change management, and identify process improvement initiatives across various phases of Supply Chain. Leads and Coordinates Supply Chain's role and participation in MedStar's value analysis and clinical practice group process, including meeting participation and strategic roadmap. Supports sourcing representation as an executive liaison to the acute-care based Implementation Meetings. Leads and coordinates MedStar's participation, strategic roadmap, objectives and economic value savings target.


Primary Duties and Responsibilities

  • Develops and contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards. Complies with governmental and accreditation regulations.
  • Develops and recommends department operating budget and manages resources according to approved budget.
  • May select, train, orient, and assign department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.
  • Develops the Supply Chain department's goals and objectives for contracting and value analysis with focus on creating individual team goals for the sourcing organization. Accountable for the system clinical value analysis process and supporting a strategy that adopts best practices from customers, group purchasing organizations, and marketplace.
  • May direct a team of professionals to identify opportunities, source contracts, and manage suppliers in a manner consistent with organizational policies and values. Plans, implements, and monitors programs which focus on optimal, cost-effective use of supplies and services throughout the system. Responsible and accountable for information delivery strategy and execution of effective metrics and tools to identify and track critical Supply Chain performance measures that support business decisions, create best practice standards, and drives best practice adoption across the enterprise. Develops short- and long-term plans relative to MedStar Health Supply Chain Initiatives insuring complete integration and implementation of contracts and operational systems. Works collaboratively with all internal and external stakeholders to help ensure all sourcing efforts; Captures all relevant points of view with a comprehensive current state assessment; Remains on schedule with appropriate time to execution and within scope; Value is achieved in savings or enhanced clinical outcomes; Risks are appropriately identified and mitigation strategies are developed.
  • Directs or supports communications relative with Service Line activities to MedStar Health facilities.
  • Directs or supports relationships with vendor community. Accountable for the active practice of service excellence standards in service line team to anticipate and meet customer needs. Supports a strategy focus which listens to and learns from the customer and marketplace.
  • Establishes and supports programs to address accreditation needs, and is accountable for ensuring appropriate Federal, State and local regulatory agencies' requirements are met.
  • Establishes culture of quality/safety and reliability within the Supply Chain Management Service line team, consistent with the MedStar HRO Program.
  • Creates team innovation, training, development, career advancement and succession planning for all associates. Facilitates a continuous employee feedback process to enhance work processes. Directs assigned staff in a manner consistent with organizational policies and values. Ensures that personnel management is consistent and equitable among employees in accordance with MedStar Health's policy and procedure. Ensures the recruitment and retention of competent staff to ensure the business operations of the service line team. Responsible for team development.
  • Improves operating efficiency and reduces operating costs for MedStar Health network by developing and implementing consistent contracts, purchasing processes, procedures, and programs. Develops and executes complex contracts with key suppliers applying consistent contractual terms and conditions across the supply network. Directs Service Line Team to identify and recommend potential opportunities for cost containment, while anticipating market trends.
  • Integrates, aligns, and adjust service line team plan to support all divisions and corporate priorities. Participates in and provides input to Supply Chain strategic planning in concert with peers, leadership and input from subordinates.
  • Responsible for effectively interacting with and supporting advancement of the MedStar's Corporate Partners Program.
  • Promotes and supports the participation of staff in applying the principle/model of continuous improvement to improve existing processes and enhance the effective utilization of resources. Encourages the development of improved processes and expanded use of metrics via information technology. Oversees effective supplier management for contract and services implementation.
  • Provides advice and counsel to service line leadership for Supply Chain related programs. Supports new facility design and program development. Provides Supply Chain policy input and recommendations. Assures coordination of system-wide Supply Chain initiatives. Accountable for fair and consistent interpretation and application of policies. Practices and deploys evidence-based decision making. Leads by example to set strategy and focus to hardwire objective accountability.
  • Fosters a success-oriented, accountable environment. Sets goals to align with MedStar's Mission, Vision and Values.
  • Participates in meetings and on committees and represents the department and business unit in community outreach efforts. Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.

  • Minimum Qualifications
    Education

    • Bachelor's degree in Business, Healthcare Administration, Supply Chain Management, Industrial Engineering, Nursing required or
    • related field required and
    • MBA/MS preferred

    Experience

    • 10+ years Relevant supply chain experience in a multi-faceted corporate environment demonstrating progressive increases in responsibility and scope. required and
    • 5-7 years Experience leading large dollar, complex and multi-faceted contract negotiations and related initiatives preferred and
    • Demonstrated experience leading associates in strategic sourcing, supply chain operations, process improvement, and project management. Healthcare industry knowledge/experience required and
    • Previous vendor or group purchasing experience. Front line contracting experience with national or regional group purchasing organizations or progressive integrated hospital system preferred

    Licenses and Certifications

    • Six Sigma certification - SIXSIGMA Six Sigma preferred or
    • LEAN certification Lean Process Improvement preferred and
    • Supply Chain and Purchasing degree or certifications preferred
