Works in the Office of Specialized Learning to provide leadership in the implementation of the City Schools Transitional Supplemental Instruction for Struggling Learners (TSI) plan. Provides direct support, consultation, and training to literacy interventionists in grades K-2 across multiple sites. Works collaboratively with schools and offices to pilot a response-to-intervention (RTI) model in alignment with the district's Multi-Tiered System of Support (MTSS) framework and Early Literacy strategy. Develops and manages systems and structures for collecting documentation to satisfy TSI reporting requirements.

This is a two-year grant-funded position.

Essential Functions
  • Supports Director of Specialized Learning in providing leadership in the implementation of the TSI plan.
  • Supports MTSS Coordinator with managing the work of K-2 literacy interventionists in pilot schools.
  • Provides support and training to staff executing district initiatives aligned to TSI.
  • Develops, coordinates, facilitates, and evaluates training and professional development to City Schools employees to build capacity in the application of K-2 literacy RTI processes.
  • Provides leadership in coordinating professional development opportunities for K-2 literacy teachers and interventionists aligned to the district's TSI plan.
  • Provides support to schools and offices on the development and implementation of TSI programs and initiatives.
  • Provides support to multiple schools in developing and implementing processes and protocols for effectively identifying, providing intervention to, and monitoring the progress of students in need of tiered literacy supports in grades K-2.
  • Provides support to offices in developing and implementing plans related to effective tiered intervention strategies aligned with the district's Early Literacy strategy.
  • Provides training and implementation support on building systems and structures for effective collaborative data-based decision making processes in K-2 literacy at the school-level.
  • Provides support to schools to increase the use of intervention practices with a research-based evidence of effectiveness.
  • Provides support with developing required reports.
  • Serves as a liaison to external partners, offices, and school-based staff to ensure the coordinated delivery of services to schools.
  • Serves as a liaison to district offices and workgroups to support with planning for scale.

Maximum Salary 107495.00
Minimum Salary 82017.00
Desired Qualifications
  • Bachelor's degree in education or a related field from an accredited college or institution. Master's degree preferred.
  • Valid Maryland State Department of Education (MSDE) Advanced Professional Certificate.
  • Three years teaching experience in K-12 setting; urban experience preferred.
  • Expertise in leading programs serving struggling learners, with demonstrated understanding in the areas of RTI, collaborative data analysis, and literacy intervention.
  • Understanding of current research-based practices to include the ability to analyze quantitative and qualitative data.
  • Strong human relations skills.
