Overview

The Institute for Defense Analyses (IDA) is a Federally-Funded Research and Development Center supporting the Department of Defense (DoD) and other federal agencies. IDA/CCS has an immediate opening for a Supervisor, Systems Engineering and Operations position located in Bowie, MD. This position supervises the day-to-day acquisition, engineering and maintenance of division or directorate related networks and server based systems. As an enterprise architect, the incumbent also plans and develops major network architectures and system designs requiring complex features and security requirements across multiple platforms with diverse technologies.

Responsibilities

    1. Develops and designs enterprise architectures, defines future requirements for new corporate networks and IT systems or major enhancements to existing systems. Performs test/simulation studies to determine compatibility with existing systems. Assesses the current viability and future sustainability considering system architectures and organizational objectives. Performs industry surveys and analyses as required to determine if a suitable commercial solution is possible or a custom solution is necessary.
    2. Leads efforts to select, acquire, and implement both custom and commercial systems. Provides advanced subject matter expertise and technical advice to corporate managers. Provides management controls and connectivity with other IDA systems.
    3. Supervises major network and system architectural, design, and implementation efforts. Coordinates, assigns and reviews the work of team members, estimates personnel needs and schedules, and reviews work progress. Ensures custom solutions are compatible with existing architectures, are well-documented and meet all security requirements and standards. Ensures daily operations scheduling and work assignments are maintained, to include the coordination and prioritization of project manager and project leader initiatives.
    4. Serves as an internal consultant to provide advanced subject matter expertise and guidance to project leaders and team members within the Directorate.
    5. Manages the IT department, to include preparation of the annual operating budget; participation in the design and engineering of disaster recovery site operations, and authorization of Change Management requests.
    6. Keeps current on new technology, industry developments, and the tools through formal training or independent study.
    7. Performs other duties as assigned.

    Minimum Requirements/Qualifications:

    • Bachelor of Science degree in Computer Science or related field coupled with ten years of progressively responsible and complex IT work experience, which includes at least eight years of supervisory, technical leadership or project management experience OR high school diploma with fourteen years of progressively responsible and complex IT work experience, which includes at least eight years of supervisory, technical leadership or project management experience. MS degree desirable.
    • Extensive experience in the architecture, design, development and implementation of IT systems.
    • Extensive experience with the Linux and Windows operating systems and supporting multiple platforms in a networked environment.
    • Experience with industry leading networks, server based systems, storage, virtualization, and voice technologies desired. Specific experience with Microsoft Servers, Cisco and VMWare is a plus.
    • Desired attributes: Self-motivation, excellent verbal and written communications skills, ability to build strong interpersonal relationships.
    • Must be able to obtain and maintain appropriate security clearances and be willing to work hours outside of a regular schedule.
    • US citizenship is required.
    • Ability to obtain and maintain appropriate security clearances.
    • Ability to obtain and maintain DOD 8570 IAT II certification.
    • Successful completion of a criminal background check is required.
