Job Description

Functions as a content associate and professional in the systemic implementation of early childhood educational programs and initiatives. Develops, evaluates, and revises curriculum materials, student assessments, and benchmarks to reflect the Common Core Standards, the Kindergarten Readiness Assessment, and the Child Outcome Summary. Plans, designs, and delivers professional development for administrators, school-based professional developers, classroom teachers and paraprofessionals to enhance the knowledge and competency in early childhood.

Essential Functions
  • Provides technical assistance to schools with PreK, Kindergarten, and Early Learning Citywide programs within Baltimore City Public Schools' (City Schools) staff as it relates to the implementation plan, the individualized education program (IEP) process and least restrictive environment (LRE) in order to ensure compliance with special education federal, state and local regulations.
  • Provides technical assistance and training to central office and school-based staff to ensure that IEP teams make high-quality decisions for early learning students with disabilities.
  • Researches relevant data and recommends early childhood best practices and leads the systemic development of new and revision of existing early childhood curriculum.
  • Plans, develops, and coordinates the systemic delivery of instructional support to early childhood initiatives in schools.
  • Plans, designs, and delivers content-based professional development activities for teachers and administrators.
  • Provides instructional support to teachers through regular and ongoing professional development.
  • Works with School-Based Leaders and teachers to analyze data from assessments to inform instruction.
  • Collaborates with special educators to develop curriculum and instructional programs to meet the diverse learning needs of students.
  • Collaborates with educators in multiple disciplines to identify and develop intervention and enrichment strategies.
  • Keeps abreast of current research and exemplary program practices related to early childhood education. Maintains liaison with practitioners in schools, universities, and research institutions to identify best practices and potential adaptation to City Schools.
  • Keeps abreast of City Schools standards for quality instruction and student performance and assists teachers and administrators in developing goals and strategies to meet those standards.
  • Supports school improvement programs and school-based professional development programs as requested by schools.
  • Participates in the evaluation and selection of and instructional materials.
  • Assists in the preparation and implementation of grant proposals.
  • Participates in special projects conducted by City Schools for the improvement of early childhood instruction.
  • Represents City Schools in district and statewide workshops and conferences.
  • Participates in local, state and national educational activities and organizations.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.
Maximum Salary 108395.00
Minimum Salary 62008.00
Desired Qualifications
  • Bachelor's degree in early childhood education, special education or related field; Master's preferred. Degree must be from an accredited college or institution.
  • Valid Maryland State Department of Education Standard Professional Certificate with a teaching endorsement in early childhood education, elementary education, or special education.
  • Three years teaching experience in early learning or special education with some administrator (management) experience.
  • Knowledge of and experience with developing early childhood curriculum and assessments and providing professional development for early childhood teachers.
  • Knowledge of and experience with early childhood assessment/screening tools including the Kindergarten Readiness Assessmentand other formal and informal assessments.
  • Knowledge of and experience with developing parent and community programs to support early childhood development.
  • Ability to research, interpret, and apply COMAR, early learning trends, and pertinent current literature.
  • Interpersonal, organizational, leadership skills that ensure effective team building and understanding of the collaborative team planning process.
  • Knowledge of Guidelines for Healthy Child Development and Care for Young Children.
  • Ability to develop innovative and creative programs in early childhood education.
  • Ability to provide non-evaluative support and coaching to early childhood teachers, school-based professional developers and administrators.
  • Ability to work cooperatively with a variety of individuals in various roles, including community agencies and the business community.
  • Excellent oral and written communication skills.

Excellent technical skills in the use of computer applications including Microsoft Office, setting up and using LCD projectors, digital cameras, document cameras, etc.
