Job Description
The CDC Foundation seeks a full-time Statistician to support analysis of Global Tobacco Surveillance System (GTSS) data. This position is a CDC Foundation field employee assigned to the Global Tobacco Control Branch (GTCB), in the Office on Smoking and Health (OSH) at the Centers for Disease Control and Prevention (CDC). The GTSS is the largest surveillance system in the world, with surveys conducted in nearly every country. The CDC Foundation Monitoring the Global Tobacco Epidemic initiative has been active since 2007, with funding from Bloomberg Philanthropies and the Bill & Melinda Gates Foundation. The purpose of this position is to conduct statistical and demographic analyses and research focused on tobacco use and key indicators of tobacco use in a global setting. The incumbent should have data analysis experience, survey research experience and applied experience in demography, statistics or epidemiology. Additionally, the incumbent will contribute to data management, cleaning, quality assurance and analysis of data generated from surveys in specified countries. This position will be based in Atlanta, GA.

Qualifications
  • Master’s Degree required in statistics, biostatistics, demography or related field.
  • Minimum of 2 years of related experience.
  • Strong analytic skills in the use of computer software and programming, particularly SAS, SAS-callable SUDAAN and SPSS required. Experience/skills in R preferred.
  • Knowledge and experience analyzing data with complex survey design.
  • Experience utilizing statistics and research methods commonly used in scientific, surveillance or epidemiological research to analyze, interpret and report on public health.
  • The ability to manage multiple evolving project priorities and be flexible and responsive to time-sensitive information.
  • Strong interpersonal skills, including demonstrated ability to work with efficiency, diplomacy, flexibility, provide mentorship and be part of a team.
  • Strong verbal and written communication skills.
  • Documented experience publishing scientific articles and reports, presenting at conferences and professional meetings and participating in professional dialogue, preferred.
  • Knowledge on household-based sampling, sample size and power calculations, weighting, imputation and data analysis and interpretation, preferred.
  • Knowledge of the estimation of variances, the calculation of standard errors using complex multi-stage stratified designs, preferred.
  • Experience in providing technical support and assisting international agencies to conduct large-scale international household-based surveys in low- and middle-income countries, preferred.
  • Ability to successfully perform a time-limited data analysis exercise, which will be assigned as part of the recruitment process.
  • Flexibility to travel up to 15 percent internationally.

Responsibilities
The incumbent will serve as a collaborating statistician on global data collection projects utilizing sample surveys and studies that encompass a wide range of advanced topics including statistical methods, research and study design.

Specifically, the selected incumbent will:
 
  • Following standard GTSS protocols, utilize statistics and methods commonly used in scientific, surveillance or epidemiological research to conduct quality assessments, analyze, interpret and report on data from the Global Adult Tobacco Survey.
  • Prepare statistical reports, graphs, charts, tables and narrative material to be used in survey outputs such as factsheets, reports and scientific publications.
  • Actively participate in scholarly scientific publications in collaboration with CDC, the CDC Foundation, WHO and international partners, by leading or assisting in study design, data analysis, presentation of results and writing.
  • Serve as technical representative and provide expertise and assistance to international health and population agencies, such as WHO; ministries of health, statistics or education; non-governmental organizations; and academic institution colleagues in the assessment of data quality, analysis, interpretation, factsheet development and report writing.
  • Prepare and present oral and poster presentations at national and international conferences.
  • Collaborate with public health experts to ensure that valid survey findings are disseminated and applied to tobacco control activities.
  • Maintain data quality assurance and management standards and provide expertise on enhancement of data analysis and quality assurance of the data-coordinating center.
  • Provide specialized knowledge for the effective analysis and implementation of statistical, mathematical and computational approaches to complex quantitative issues.
  • Other duties as assigned.
