Position Description

Senior-Tech Project Mgmt

Description:
The Market Senior PM is responsible for executing against the POD on time and delivering a quality product for AT&T customers in a nationally standard and consistent manner. The position provides cross functional life cycle program management of mobility capital implementation programs designed to reduce the aggregate cycle time of bringing additional capacity into the network. This includes leading roundtable sessions to create and provide integrated implementation plans across the following functional organizations: Core, RAN, Transport, GNO and C&E.
This position will provide End To End support of the Mobility Network Build (NSB, 1-5C, LTE, etc.) for Washington DC/Baltimore market. Previous experience and extensive knowledge of the real estate & construction, implementation, Core, RAN, transport organizations and mobility network is desired to ensure continued high level of support for one of the most visible markets in the country. Close proximity of candidate to the Hanover, MD location is required to facilitate End To End support of this market.
Key Responsibilities:
  • Reconcile the Integrated POD with the detailed do-able plan to produce the POR
  • Maintain alignment of the POE across implementation teams throughout the life cycle of the program
  • Ensure a successful program launch by delivering desired results on time and at the expected level of quality
  • Manage the POR change control process
  • Develop, manage, and communicate Market program scope including schedule, status, conflict resolution and scope change process
  • Monitor milestones that require handoffs between functional groups and ensure those handoffs occur between the appropriate responsible parties
  • Perform gap analysis on cross functional work flows and provide support to teams to implement process changes
  • Act as the single point of contact' for market intelligence and performance across program portfolio.
  • Ensure program changes are communicated and aligned across all functional groups
  • Improve visibility into the health and status of the Capital Build program
  • Coordinate detailed do-ability analysis across the implementation teams
  • Identify critical path organizations and ensure common understanding as needed for successful program execution
  • Hold each operational organization accountable to aligning with critical path dates and as needed, escalate issues and/or corrective actions to the appropriate level
  • Ensure timely communication of changes in program timelines to all critical path organizations
  • Manage program level interdependencies at the market level by resolving issues and mitigating risks in the following areas:
    • Maintenance window prioritization/conflicts and sequencing issues
    • Core and/or Transport capacity constraints to support the RAN build plan: work in conjunction with the Edge to Edge program management team
    • People resource constraints associated with the capital build program
  • Negotiate and modify organization target cycle time for each critical path item as needed
  • Drive parallel processing of applicable critical path items
  • Facilitate weekly roundtable discussions to identify gaps, resolve problems, determine escalation needs and increase inter-department alignment on network programs as needed to deliver the POR
Candidate Considerations
Required Skills/Majors/Accreditations:
  • Strong Program/Project management - minimum 5 years experience
  • Successful experience working across multiple organizations and functions
  • Strong written and verbal communications skills
  • Effective meeting management skills
  • Excellent negotiation skills needed to prevent and/or resolve issues and problems
  • Basic Microsoft Word, Excel and PowerPoint skills
Desired Skills/Majors/Accreditations:
  • Degrees: BS - Engineering/Math/Sciences
  • Certifications recommended in PMP, Six Sigma
  • Telecom Industry experience - minimum 5 years
  • Previous successful Regional or Market PM experience
  • Contract administration/Vendor management experience
  • Project Management Tools and Software (Microsoft Project, etc.)
  • Understanding of Telephony engineering principles
  • Advanced Microsoft Excel
